Following the Tubbs fire of 2017, Sonoma County Junior College District engaged The Scion Group with Ann Volz serving as Project Executive to perform a feasibility study for student, faculty and staff housing and further assess demand by the Santa Rosa and Petaluma campus. Given the demand and through financial modeling, it was determined that a P3 provided the balance of risk and control Santa Rosa Junior College found acceptable. Given the urgency of the housing crisis, the District proceeded with on-campus housing. Ann Volz, Ted Risher, and Mike Loganbill ran the P3 procurement process and the subsequent negotiations of the pre-development agreement and later the closing transaction documents. Mike Loganbill has led the project management work since 2019. Volz Company assumed the contract in June 2022 and is serving as the project manager and 24/7 transition advisor. The on-campus student housing will open in August 2023.
After working closely with the College to confirm the feasibility, the financing/ownership structure, and the developer, Volz Company (through our alliance with Scion), was engaged as their program manager. Volz Company represents SRJC’s interest while taking point on all interactions with the Development Team and College stakeholders. It creates an inclusive process that allows for the maximum appropriate engagement with SRJC leadership and other stakeholders in alignment with the tenents of shared governance. Volz Company is currently serving as the Project Manager and 24/7 Campus Implementation Advisor for the first-time, on-campus housing.
