Ted Risher

Project Executive

Mr. Ted Risher has 23 years of real estate development and consulting experience working for public sector and mission-driven institutions as well as private development companies. His specialties include financial and feasibility analysis, value for money analysis, project structuring and finance, and negotiations. His efforts on behalf of public and institutional clients focus on quantifying value, mitigating risk, and preserving control over major project decisions. His previous positions include consulting for multinational firms as well as serving as the Development Director for the District of Columbia’s real estate development portfolio, valued at over $1 billion. Previous clients include the City of Washington, DC, the City of Falls Church, VA, the Federal Bureau of Investigation, the State of Kansas, Howard University, Dartmouth College, and the United States Navy.

 

Mr. Risher is a full-cycle project executive for Volz Company, supporting clients throughout the entire development process, from project conceptualization to partner selection and deal closing. He focuses on municipal and higher education clients that are seeking to leverage their real estate portfolios to produce long-term value, monetize credit, reduce cost, shed risk, and further the entity’s mission. He speaks and teaches frequently at industry events sponsored by the National Council for Public Private Partnerships, the Institute for Public Private Partnerships, Academic Impressions, P3 Higher Education, Association of Defense Communities, and Bond Buyer.

 

Mr. Risher holds a Master of Science in Real Estate Development from Johns Hopkins University and a Bachelor of Science in Biology from Bridgewater College.

  • City of Falls Church, VA – Value analysis of 10-acre, transit-oriented site for redevelopment, developed and conducted procurement process for $400M mixed-use development, conducted negotiations with selected development partnership on $44M ground lease with necessary municipal controls and rights including upfront value, ongoing lease payments, and capital event participation

  • City of Falls Church, VA – Value analysis and negotiations with Fairfax County Water Authority on releasing of City land for five-year term

  • District of Columbia Office of Public Private Partnerships – Value for Money analysis to measure costs and benefits of eight new proposed transitional family housing shelters

  • State of Kansas – Review of all state-owned property and development of portfolio strategy to sell excess assets to increase revenue and reduce cost, as well as P3 projects in Topeka to develop state office space and a new central plant for capital buildings

  • United States Navy – Negotiations on $400M credit facility for new and renovated utilities infrastructure on Guam for US Navy

  • United States Navy – Development of first model to evaluate efficacy of new solar and wind power generation facilities to support Secretary initiative, conclusion was to purchase green power already on different regional grids

  • National Capital Revitalization Corporation - $44M in TIF financing to support $220M mixed-use development for the District of Columbia

  • Federal Bureau of Investigation – Value and P3 analysis for disposition of old FBI headquarters building and development of new facility in suburban Washington, DC

  • District of Columbia Housing Authority – Negotiation of lease for building in Washington, DC to Veterans Administration associated entity for use as transitional facility for veterans undergoing substance abuse treatment

  • District of Columbia Housing Authority – Project administration for $180M of modernization funds across all 60 public housing properties in Washington DC

  • General Services Administration – Primary representative for Administrative Office of the US Courts on over 300,000 of new and renegotiated leases.
