Biography

With over 14 years of experience, Andrew Perez is a development advisor to his public sector clients ranging from municipal agencies to public higher education institutions.  Mr. Perez's expertise includes advising his clients through the planning and oversight of major development and redevelopment projects, such as affordable & market-rate housing, office, retail, innovation districts, student housing, and other community spaces.

 

Mr. Perez's real estate advisory experience focuses on creating implementable plans through the execution of market analyses, master planning, space programming, highest-and-best-use land planning, feasibility studies, financial analyses, and public-private partnership (P3) advisement.  His specialties include supporting public institutions with the solicitation of private development partners for the disposition of public land, ground lease execution, and other long-term land monetization strategies. Mr. Perez's comprehensive approach to planning and real estate advisory has led to over $1.5B in completed or under-construction projects. His work within higher ed has also produced the successful conversion of multiple projects from concept development to construction, as well as project approvals and entitlements through shared governance processes at institutions across the country. 

 

Mr. Perez's primary skills include: stakeholder engagement, quantitative/survey analysis, financial feasibility studies, operational proformas, risk analysis, RFQ/RFP development, procurement management, proposal evaluations, shared governance approvals, and project management.
